Notification vs. Full Licensing
Most conventional cosmetics (such as skin and hair care) fall under a "notification" system rather than a complex pre-approval process like the one for medicines. In practice, the product is registered in the SFDA's online system before it goes on sale, and the company remains responsible for its compliance with the requirements. Some more sensitive categories may be subject to additional requirements.
General Requirements
A registered entity or "authorized representative" in Saudi Arabia or the GCC to submit the notification.
Ingredients that comply with the permitted and prohibited substance lists in the unified GCC cosmetics regulations.
A Product Information File, including a safety assessment.
A label that meets the requirements and carries the required information in Arabic.
